Hi Robert,
I think they are APP global, but can be changed on the fly.
What sense in the app that do not have own GLOBAL extensions set?
Sorry if I have forget something.
May be you mean that if delete a file it is born with not your extension?
Then you need on start of app assign exts of your app.
