VServer custom installs

I have tried doing the following :
I copied the VServer into a new directory:
    [EdussServer]
       [Databases]
             *PUT DATABASE FILES IN HERE INCLUDING Master from VServer
       [licenses]
             *PUT OUR EMBEDDED LICENSE FILE HERE*
       EdussServer.exe (Renamed VServer_NT.exe)
       EdussServer.ini (Editted to change port)
       EdussServer.log
       Server.dll
       msvcp71.dll
       msvcr71.dll
       ace.dll

Now this doesn't run at all. It just flashes with a console and then 
disappears. Do I need a special Embedded version of the database?
