Hi Ruslan,
A few more data points without much new information:

Did a system restore of my 1GHz G4 to factory 10.2.3. (US)

Ran project client in IDE -- error 9 on selecting open or new.
Ran compiled client with no errors.

Updated to 10.2.4 (I'd had problems with 10.2.5 which was the cause for the
reinstall)

Ran project client -- error 9 on selecting open or new.
Ran compiled client with no errors.

Installed Developer Utilities Disk from Jaguar Retail package

Ran project client -- error 9 on selecting open or new.
Ran compiled client with no errors.

All tests using RB 4.5.3
