[VAPP] Special characters supported in XML dump?

Ruslan,

When I do an XML dump and then a loaddump, my VAPP (1.9.7) fails when it
hits a special character in the XML during the loaddump (ASCII 194 and
ASCII 202 are the ones so far). Has this been fixed in VAPP 1.9.8? If
not, can you add that to your list for the next upgrade?
