Structure encryption bug with RB 5.2/V4RB 1.9.8b16

Hi Ruslan,

I have a strange, but 100 % reproducable problem:

When I try to open using RB5.2/V4RB 1.9.8 a DB which was created with 
RB 4.5/V4RB 1.9.7 and has a structure encryption, the DB opens without 
any error message. But BaseObjectCount is 0! I can't access the 
BaseObjects.

Open the same DB with same code with 1.9.7 works correctly!

Then I set the encryption with 1.9.7 to "" - now I can open with 1.9.8 
also correctly.

After that, i set the encryption with 1.9.8 to the old, original key - 
and it works also correctly!!
