I think you misunderstand what I am saying. I did not suggest to 
eliminate the SetExtensions. I just suggested to simplify the rules 
and use additional parameter for Create and Open to clarify 
ambiguities (if needed) and thus eliminate the current convoluted 
logic. May be my thinking is naive but I don't think it has to be so 
complicated, particularly since most people stay with defaults.
