Auto Increment Field

I need a ULONG field that will auto increment starting with a number that I
specify and that will not re-use numbers. 

Example:

Add record ID = 1
Add record ID = 2
DELETE RECORD 2
Add record ID = 3
DELETE record 1,2,3
Add record ID = 4

Any ideas?
