OS X VServer

Apparently, VServer shuts down when logging off OS X, but when another user logs in, VServer does not start back up.  The computer user must shut down and restart the computer in order to reload VServer automatically.
 
Is there any way to change things to either 1) prevent VServer from stopping unless the computer is shut down, or 2) have VServer loaded as each user logs into OS X?
