No no Charles

    RB UTF8  =>   Engine UTF16 (always)

                    |               |
                  UTF8            UTF16


Right now we have only one conversion UTF8 to UTF16.
And V4RB store on disk UTF16. No conversion.

But if do db files in UTF8 then engine need yet convert when it read/write
to disk.
