Hi Ruslan,

it is ICU!
It is build by makefiles as you know - and it seems if you configure  
it on Tiger then it
uses libs not present on panther - you see?
I think solution is to build the ICU libs on Panther - i guess they  
will work then
on both - Panther and Tiger.
