Must point VComponents folder, so

Value = C:\Program Files\Paradigma Software\Vcomponents_win_VC

Also note, you have name of it as Vcomponents_win_VC, right ?

Also, you need define path, in the section
    SYSTEM VARIABLES (bottom part of dialog),

But not in the part USER VARIABLES.
