It is not easy for you. Actually I self have never try.

It is possible to download ICU library to MacOS X.
Then compile it using make as any linux project.
Wait 10 minutes until it builds.

Now you will have on computer some UTILS for command line.
As I have read one utility allow extract locales from .dat file
