why to have chosen UTF-16 while RB (and Mac) uses everywhere UTF-8 ?

of what consists this converter V1/2 ?
it is a tool which will put in the format 2 databases 1 ?
or it is a tool which will also help to clean the code SQL / Valentina 
in RB ?
