Can't launch when unicode chars in pathname

Hi Ruslan,

I'm still getting complaints by users who are frustrated by the fact 
that they can't even launch my app when there are unicode chars in 
the pathname (especially the root directory). For some reason they 
don't like the idea that they have to rename their hard drives to run 
my app!

I reported this as bug #522 way back in the 2.0 beta test period. 
Doesn't anyone else see this? If Lynn wants to assault the Japanese 
market this would seem to be a big issue.

Please fix this.
