Locale is   "language + Country"


    en_US
    en_GB

    ru_RU
    ru_US           russian in Ukraine // if any difference


Locale specify many things.
    upper and lower case it seems
    currency, date time // but we do not use this now
    
>From Locale we create later Collator.
